Project Description
In support of the Caltrans Office of Structural Materials (OSM), Alta Vista Solutions provides “On Call” independent quality assurance and materials management services at fabrication facilities and construction projects located within the jurisdiction of Caltrans Districts 1, 2, 3, 4, 5, 6, & 10. In addition to California, these services are provided in 22 other states and in various international locations. Since 2001, AVS staff has assisted Caltrans transform its Quality Assurance Program and revolutionize the way Caltrans approaches material inspections in meeting Federal Laws and State Codes.
Firm Role/Responsibilities
AVS is providing Independent Acceptance Testing and Verification, QA inspections, Nondestructive Testing (NDT), structural material inspections, and materials engineering services for all Caltrans projects. Alta Vista Solutions provides Structural Materials Representatives who are single points of contact for all QA issues in their area of responsibility and perform materials management for over 500 ongoing projects. AVS also provides necessary technicians to perform QA Inspections on these projects. Some of the on-going example projects are listed below:

Additional Relevant Functions
- AVS staff authored and help continuously update the Caltrans QA Program – the Office of Structural Materials Policies and Procedures (OSMPP). This 450+ page document details how the Caltrans quality assurance program is implemented for all projects in California.
- AVS staff is members of Caltrans technical committees and participates in the development of Caltrans Standard Specifications, Standard Special Provisions, and are key players in the update of these documents.
- AVS staff has played key roles in the development and review of the Independent Assurance Program and Manual, as well as Chapter 16 of the Local Assistance Manual in order to ensure local agencies properly incorporate quality into their programs.
